I have seen a lot of people in Austin treating dark, unpowered traffic lights as green signals, blowing through intersections without even slowing down, even while everyone else at that intersection is carefully trying to follow right-of-way rules.
I could tolerate "bad drivers" in the northeast where I'm from, because usually that meant overly aggressive people who nonetheless had high road awareness and could handle their vehicles.
